I lead the AI department at the Information Technology Center of Uzbekistan’s Ministry of Economy and Finance, building the data platform, retrieval, and forecasting systems behind the government’s economics AI assistant. Before that, five years in Seoul shipping iOS, Android, and backend products — from ECG monitoring used in clinics to learning apps used by children.

I'm Akmal Sharifov, a lead engineer in the AI department at the Information Technology Center of the Ministry of Economy and Finance of Uzbekistan. I started out in 2021 as a solo mobile developer, and grew into someone who designs whole systems and leads the teams that build them.

Most of my career was spent in Seoul, where I worked across the full stack — native iOS and Android, Python backends, database and API architecture, and the deployment pipelines that hold it all together. I've led small teams, made the technical calls, and owned products end to end.

The work I'm proudest of is medical: CardiaI, an ECG monitoring app used by hospitals and clinics, along with the real-time Bluetooth and signal-processing frameworks behind it. I've also built education products used by children — KeyEdu, EduFingers, and AI-assisted learning games that recognize handwriting and generate quizzes.

What draws me now is applying AI to problems where the stakes are real and the systems have to be trustworthy.

What I have done so far

Work Experience.

  1. Lead Engineer, AI Department

    Information Technology Center, Ministry of Economy and Finance of Uzbekistan

    April 2026 - Present · Tashkent, Uzbekistan

    • I lead AI engineering for the ministry's economic-data and assistant platform — the systems that turn Uzbekistan's macroeconomic, budget, and legal data into tools economists and civil servants can query in plain language.
    • Architected a governed data platform (Python, FastAPI, PostgreSQL, dbt, Prefect) that ingests data from 25+ national and international sources — including the state statistics agency, the Central Bank, the IMF, the World Bank, UN Comtrade, and the national legal database — into a versioned semantic layer with a release and governance pipeline.
    • Built retrieval-augmented search (RAG) over legal documents and government reports using sentence-transformer embeddings and pgvector, returning answers with citations back to source, alongside ML forecasting models (GDP growth, exchange rate) trained and served through MLflow.
    • Shipped the native iOS (SwiftUI) and Android (Kotlin, Jetpack Compose) apps for the ministry's economics AI assistant — real-time streaming, single sign-on, offline history, voice input, rich chart and table rendering, and AI-generated report export.
  2. IT Team Leader

    • As a full-stack solo developer, I am responsible for the entire architecture—designing and implementing both backend and frontend systems. I am building native iOS and Android applications alongside a secure backend infrastructure that manages authentication, user interactions, and notification delivery. My work integrates UX design, database optimization, and scalable API development to ensure seamless performance across platforms.
    • Architected and developed iOS (Swift) and Android (Kotlin) applications from foundation level to production. Designed and implemented a secure backend infrastructure using Python (FastAPI), PostgreSQL, Redis, and Docker. Built robust authentication and authorization systems with JWT rotation, OAuth integrations (Google, Apple, Naver, Kakao), and Argon2id password hashing. Managed database schema design, API architecture, and DevOps pipelines for scalable deployments. Supervised cross-functional collaboration between developers, designers, and QA engineers to ensure efficient release cycles. Oversaw the full product lifecycle — from architecture design, task assignment, and code review to final deployment and maintenance. Implemented CI/CD workflows, improved system reliability, and optimized app performance.
  3. Software Engineer

    • I am in charge of developing iOS and Android native apps and have formed and led IT app development teams, including back-end developers and designers. Beyond simple feature development, I have designed and managed team operations and collaboration processes myself, and I have led technical decision-making and strategy making throughout the entire development cycle.
    • The main app I developed is an educational game app for infants and children that includes various learning elements such as math calculation, writing Korean, and learning history. These apps are also equipped with interactive functions using AI models, and for example, they implemented functions such as providing real-time feedback through user's character recognition or automatically generating history quiz questions. These technologies were built through the latest AI infrastructure such as OpenAI API.
    • In addition, we have planned a platform that provides various educational contents such as books and lectures in an integrated manner, and have built and operated them on both the app and the web. In this process, we designed the entire structure from infrastructure design to functional implementation by organically linking external services such as Firebase, Google Cloud, OpenAI API, Toss Payments, and In-App Purchase.
    • It has implemented core functions that directly connect to the user experience such as SNS login, payment system, push notification function, etc. and carefully managed throughout the app operation such as distribution, version management, error analysis and improvement through App Store and Google Play Store. In particular, we have worked closely with designers to improve UI/UX and continuously developed products by reflecting user feedback.
  4. AI Researcher

    Gachon University

    November 2022 - March 2023 · Seoul, South Korea

    • I developed a Python-based algorithm for detecting major ECG waveforms (P-wave, QRS complex, T-wave) from biosignal data. The processing pipeline included noise reduction, frequency-domain analysis, waveform alignment, and morphological evaluation. Machine learning classifiers (e.g., SVM, Random Forest) were trained to distinguish normal and abnormal cardiac patterns. Model performance was evaluated using labeled datasets and metrics such as precision, recall, and F1-score. The outcomes were visualized through Matplotlib and Seaborn for interpretability. Key tools included NumPy, SciPy, NeuroKit2, and Scikit-learn. This work contributes foundational technology for real-time ECG diagnostic applications.

    • An independent and self-driven software engineer specializing in iOS app development with Swift, dedicated to building secure, efficient, and user-centered mobile experiences. The official AI assistant of Uzbekistan's Ministry of Economy and Finance. It answers questions on the national economy, public finance, and statistics in Uzbek, Russian, and English — grounded in official data from the state statistics portal, with a verifiable source behind every answer. It also turns a question into a ready presentation or a data-driven infographic, and handles image, document, and voice input. I built the native iOS and Android apps.
